General resources for all ERS procurements.

Manufacturers, suppliers, and other vendors wishing to furnish materials, equipment, supplies, and services to the state should register for the Centralized Master Bidders List (CMBL) to receive bidding opportunities.

The CMBL is a master database used by the state of Texas purchasing entities to develop a mailing list for vendors to receive bids based on the products or services they can provide to the state of Texas.

A solution session provides the vendor community with a transparent process for presenting new ideas to ERS decision makers. A team of ERS staff reviews relevant products and services in the marketplace against current needs, market conditions, duplication of services, industry best practices and cost considerations. The Department of Information Resources (DIR) helps state agencies use information and communication technology so they can spend their time and energy better serving the people of Texas. The HUB Program assists small historically underutilized businesses in participating in state government procurement opportunities. HUBs are certified by the Comptroller of Public Accounts. Vendors wishing to apply for HUB certification should complete the State of Texas HUB Certification process.

The Statewide Procurement Division (SPD), manages the Electronic Sate Business Daily (ESBD), the State’s online directory listing procurement opportunities. Agencies are required to post procurements with a contract value of more than $25,000 to the ESBD, regardless of the source of funds to be used for the contract, to include grant funds.

Vendors may browse agency procurement opportunities and find recent awards by searching for solicitations using various criteria including agency name, NIGP Class/Item code, posting date, and solicitation closing date.
